To improve passenger access and alleviate congestion at Boston Logan International Airport, Massport developed the Framingham Remote Terminal, the first off-airport Transportation Security Administration (TSA) screening facility in the United States. Constructed on an underutilized parking lot constrained by active transmission lines and wetlands, the facility serves as a fully functioning remote airport terminal featuring airline check-in, passenger and baggage screening, a secure post-screening lounge and dedicated bus boarding. Travelers complete the entire pre-departure process before being transported directly to secure airside terminals, bypassing traditional airport congestion points.

Delivering a first-of-its-kind airport facility in less than six months required an innovative and highly collaborative construction approach. Prefabricated modular components allowed off-site fabrication to occur simultaneously with site preparation, significantly compressing the schedule while maintaining permanent-quality finishes and operational standards. Midway through the project, the team successfully navigated a change in modular manufacturers and redesigned the structural and foundation systems without impacting progress. Lean pull planning brought Massport, TSA, airlines, State Police and trade partners together to coordinate design, approvals, equipment installation and operational readiness in parallel. As the program evolved from a short-term pilot to a longer-duration facility, the team seamlessly incorporated permanent utility connections, drainage improvements and winterization measures while still achieving completion three weeks ahead of schedule.
